Товарищи!
Потребительской кооперацией называется объединение рабочих и крестьян с целью доставки и распределения необходимых для них продуктов. Промысловой кооперацией называется объединение мелких земледельцев или кустарей с целью производства и сбыта разных продуктов, как земледельческих (например, овощи, молочные продукты и тому подобное), так и не земледельческих (всяческие продукты промышленности, изделия из дерева, из железа, из кожи и так далее).
Благодаря замене разверстки продовольственным налогом или продналогом, крестьяне получат избыток хлеба в свое распоряжение и будут свободно обменивать эти избытки на всякие продукты.
Промысловая кооперация поможет развитию мелкой промышленности, которая увеличит количество необходимых для крестьян продуктов, не требующих большей частью ни дальнего подвоза по железным дорогам, ни крупных фабричных заведений. Надо всеми мерами поддержать и развить промысловую кооперацию, оказать ей всяческое содействие, это — обязанность партийных и советских работников, ибо это сразу даст облегчение крестьянству и улучшит его положение. А от улучшения жизни и хозяйства крестьян зависит теперь больше всего подъем и восстановление народного хозяйства в рабоче-крестьянском государстве.
Потребительская кооперация тоже должна быть поддержана и развита, ибо она обеспечит быстрое, правильное и дешевое распределение продуктов. Советские власти должны только проверять деятельность кооперации, чтобы не было обмана, не было утайки от государства, не было злоупотреблений, но ни в каком случае не стеснять кооперацию, а всемерно помогать и содействовать ей.
