Фильм четвёртый. Годы шестидесятые.
Филипп, занимающий должность первого секретаря обкома, пытается противостоять строительству в области ГЭС, водохранилище которой затопит Елань. Спасти ситуацию может только обнаружение в области богатых залежей нефти. Приехав в Елань, Филипп встречает Алексея, они не узнают друг друга. Алексей, разругавшись с Тофиком, решает уехать и зовёт с собой Таю. Она сообщает ему, что беременна, но отказывается уезжать. Выйдя из дома, Алексей видит, как над скважиной поднимается фонтан нефти. Алексей кидается в огонь, чтобы спасти товарища, и погибает. Филипп, узнав о гибели Алексея, вспоминает в нём солдата, спасшего ему жизнь во время войны. На заседании правительства, посвящённому строительству ГЭС, Филипп сообщает о том, что в Сибири найдены большие запасы нефти, но при ликвидации пожара погиб человек.
В финале фильма на фоне взрыва нефтяной скважины и разрушения кладбища происходит воскрешение всех героев, павших в годы Гражданской и Великой Отечественной войн.
