Уважаемый господин Премьер-министр Моди! Уважаемые коллеги и друзья!
Саммиты БРИКС всегда проходят в конструктивной и деловой атмосфере – благодаря Премьер-министру Моди, который смог создать очень непринуждённую обстановку, но в то же время очень конструктивную, деловую. Казалось бы, это мелочь, но на самом деле так и создаётся нормальное, хорошее деловое общение, так и достигаются конкретные результаты.
Страны «пятёрки» придерживаются близких позиций по актуальным глобальным и региональным проблемам, выступают за решительные действия по борьбе с терроризмом, совместное противодействие другим острым вызовам и угрозам современности.

Мы убеждены, что урегулирование международных конфликтов должно осуществляться исключительно политико-дипломатическими средствами, и не приемлем политику силового давления в любой форме, ущемления суверенитета других государств.
К нашей сегодняшней встрече подготовлены весьма важные договорённости. Декларация Гоа и План действий по её реализации, которые нам предстоит утвердить, это действительно комплексные документы, которые определяют ключевые задачи на предстоящий год и на перспективу. При этом мы высоко ценим то, что индийское председательство обеспечило преемственность и учёт инициатив, выдвинутых Россией год назад в Уфе.
Отмечу, что роль стран БРИКС в мировой экономике продолжает возрастать. Если в 2007 году наша доля в глобальном ВВП составляла менее 24 процентов, то в этом году она уже превышает 31 процент. «Пятёрка» активно участвует в разработке многосторонних решений и договорённостей, призванных ускорить глобальный рост и торговлю, решить проблемы занятости.
Страны БРИКС плодотворно взаимодействуют в рамках Всемирной торговой организации, «Группы двадцати», разделяют общие подходы по вопросам глобального развития, реформирования мировой финансово-экономической архитектуры.
Начата практическая работа Нового банка развития БРИКС и пула условных валютных резервов. Банком развития БРИКС уже одобрены первые пять инвестиционных проектов в области «чистой» энергетики – по одному для каждой из стран-участниц. Исходим из того, что банк будет активно развивать финансирование проектов в национальных валютах стран БРИКС.
Видим одной из ключевых задач на данном этапе принятие стратегии развития банка. Нужно определить географические и отраслевые приоритеты, а затем начать разработку критериев принятия новых членов в банк, зафиксировать основные параметры его инвестиционного портфеля.
С запуском пула валютных резервов у наших государств появляется возможность для более эффективной защиты наших валют от волатильности финансовых рынков. С февраля в центробанках БРИКС открыты специальные корреспондентские счета в национальных валютах.
В условиях обострения международной конкуренции призываем партнёров активизировать торговое и инвестиционное сотрудничество между государствами БРИКС. Это позволит реализовать преимущества, вытекающие из взаимодополняемого характера наших экономик, а также уменьшит уязвимость каждого государства «пятёрки» от неблагоприятных тенденций международной конъюнктуры.
Напомню, что год назад на саммите в Уфе наши страны приняли Стратегию экономического партнёрства БРИКС до 2020 года. Рассчитываем, что в скором времени будут согласованы дорожная карта инвестиционного сотрудничества БРИКС и план действий, которые позволят приступить к практической реализации этой стратегии.
Считаем, что более эффективной может стать промышленная и технологическая кооперация государств объединения. Необходимо перевести в практическую плоскость инициативы по созданию союза литейной промышленности БРИКС, строительству центра обработки и хранения электронных данных, профессиональной подготовке кадров. Важно проработать идею учреждения энергетического агентства БРИКС. Поддерживаем предложение индийской стороны о запуске специального интернет-портала для малого и среднего бизнеса стран БРИКС.
Значительный потенциал видим для развития кооперации в области электронной коммерции. Сегодня это один из наиболее динамично развивающихся секторов экономики в мире. Поэтому нужно выработать общий подход стран БРИКС к регулированию её деятельности, а также созданию условий для безбарьерной электронной торговли между странами – членами объединения.
Хорошие перспективы есть и для сотрудничества в мирном использовании космоса. Только один пример: объединив данные наблюдений со спутников дистанционного зондирования поверхности Земли, страны БРИКС могли бы внести свой весомый вклад в решение стоящих перед человечеством проблем, таких как глобальное изменение климата, стихийные бедствия, защита окружающей среды.
Полагаем полезным ускорить работу по гармонизации таможенных процедур, в том числе обменяться опытом в вопросах введения «единого окна» для деятельнос?

BRICS summits are always held in a constructive and businesslike atmosphere thanks to Prime Minister Modi, who was able to create a very relaxed atmosphere, but at the same time very constructive, businesslike. We are convinced that the settlement of international conflicts should be carried out exclusively by political and diplomatic means, and the policy of forceful pressure in any form, infringement of the sovereignty of other states is not acceptable.
Very important agreements have been prepared for our meeting today. The Goa Declaration and Action Plan for its implementation, which we are to approve, are really complex documents that define the key tasks for the coming year and for the future. At the same time, we highly appreciate the fact that the Indian Chairmanship has ensured continuity and consideration for the initiatives put forward by Russia a year ago in Ufa.
I note that the role of the BRICS countries in the world economy continues to grow. If in 2007 our share in global GDP was less than 24 percent, then this year it already exceeds 31 percent. "Five" actively participates in the development of multilateral solutions and arrangements designed to accelerate global growth and trade, to solve employment problems.
The BRICS countries fruitfully interact within the framework of the World Trade Organization, the Group of Twenty, share common approaches to global development issues, reforming the world financial and economic architecture.
The practical work of the New BRICS Development Bank and a pool of conditional foreign exchange reserves have been started. The BRICS Development Bank has already approved the first five investment projects in the field of clean energy, one for each of the participating countries. We proceed from the fact that the bank will actively develop financing of projects in the national currencies of the BRICS countries.
We see one of the key tasks at this stage is the adoption of the bank's development strategy. It is necessary to determine the geographical and sectoral priorities, and then start developing criteria for the admission of new members to the bank, fix the main parameters of its investment portfolio.
With the launch of the pool of foreign exchange reserves, our states have the opportunity to more effectively protect our currencies from the volatility of financial markets. Since February, special correspondent accounts in national currencies have been opened in BRICS central banks.
In the conditions of aggravation of international competition, we urge partners to intensify trade and investment cooperation between the BRICS states. This will allow us to realize the benefits arising from the mutually complementary nature of our economies, and also reduce the vulnerability of each Fifth State from unfavorable trends in the international environment.
Let me remind you that a year ago at the summit in Ufa our countries adopted the BRICS Economic Partnership Strategy until 2020. We expect that in the near future the BRICS investment cooperation roadmap and action plan will be agreed upon, which will allow us to begin practical implementation of this strategy.
We believe that the industrial and technological cooperation of the states of the association can become more effective. It is necessary to translate into practice the initiative to create a union of the foundry industry BRICS, the construction of a center for processing and storing electronic data, and professional training of personnel. It is important to work out the idea of establishing the BRICS energy agency. We support the proposal of the Indian side to launch a special Internet portal for small and medium-sized businesses in the BRICS countries.
We see considerable potential for the development of cooperation in the field of electronic commerce. Today, it is one of the most dynamically developing sectors of the economy in the world. Therefore, it is necessary to develop a common approach of the BRICS countries to regulate its activities, as well as to create conditions for barrier-free electronic commerce between the member countries of the association.
Good prospects exist for cooperation in the peaceful use of outer space. Only one example: by combining observation data from Earth's remote sensing satellites, the BRICS countries could make their own significant contribution to the solution of the problems facing humanity, such as global climate change, natural disasters, environmental protection.
We believe it is useful to accelerate work on harmonization of customs procedures, including exchange of experience in the introduction of a "single window" for activities.
